he Welfare Council was appointed by the Social Welfare Department in 2019 to run the 4-year “Pilot Scheme on Multi-disciplinary Outreaching Support Teams for the Elderly”. The service was made regularised in mid February 2023, which continues to provide free social and rehabilitation services at private, contracted and self-financing residential care homes for the elderly in Kowloon Central (Kowloon City and Yau-Tsim-Mong District), as well as Kowloon East (Kwun Tong, Wong Tai Sin and Sai Kung District).
